Delilah Santiago
Associate Vice President of Programs
Delilah Santiago is the Associate Vice President of Programs at Caduceus. She is responsible for the overall strategy, direction, growth and development of the department. This includes organizing and distributing assignments as well as managing all aspects of contract operational support functions. Ms. Santiago is involved with multiple complex projects and her objective is to have the department achieve operational excellence, high client satisfaction and meet its financial goals. She reviews contract performance on a regular basis with the customer and company management. This consistent process is one of the reasons Caduceus has a very high client satisfaction rate. She conducts investigations on assigned special projects and responds timely to government inquiries.
Prior, to joining Caduceus Ms. Santiago managed and advised managers in developing training plans for improving employee performance in technical, professional, managerial, administrative and other occupational specialties. She has conducted systematic studies to determine immediate and long-range training needs for employees. She identified individual and organizational requirements for training, and made recommendations to the Director Human Resources.
Ms. Santiago managed research, development, test, evaluation, and training involving emerging technological initiatives and operational planning. She is a proven leader with the ability to motivate employees and accomplish corporate goals. Ms. Santiago has over twenty years of experience in building and managing multiple healthcare and human resource organizations as a business and clinical professional. She has extensive knowledge in process improvement methodologies and has a U.S. government security clearance.
Ms. Santiago has a Bachelor of Science in Occupational Education / Health Services from Wayland Baptist University and a Masters of Arts in Health Services Management from Webster University. She is bilingual, fluent in both English and Spanish. Ms. Santiago served in the U.S. Army for 20 years, after retiring she became the DOD Civilian Program Coordinator for the Army Substance Abuse Program. She resides in the San Antonio area, has 2 children and 2 grandchildren.
